About Prosjektbanken

HEALth and ENvironment in Africa and Europe

HEALENAE offers a cross-continental, innovative, interdisciplinary, and multi-sectoral anthropological approach to pressing interrelated health and environmental challenges across Africa and Europe. Concerns about interlinkages between environment and health and the inter-continental connectedness between these problems have intensified since the last pandemic. These include: rising temperatures; proliferation of vector-borne and zoonotic diseases; changes in nutrition; increase in chronic conditions such as diabetes and cardiovascular diseases; chemical intensification of agriculture; and pollution, including extraction of minerals that poison local African environments while providing batteries for global “green” markets. Addressing the complex intersection of health and social consequences of globalised production and environmental change requires new kinds of social scientists, versed in environmental and health issues, able to think and work across sectors and continents. HEALENAE brings together anthropological, one health, environmental, global and regional approaches to address these problems. Seven universities—Aarhus (DK), Cape Town (SA), Edinburgh (UK), Leuven (B) Makerere (UG), Nairobi (KE), and Oslo (NO)—will offer 15 double or joint degrees for ESRs, all of them between African and European universities. Through ethnographic fieldwork, exploring specific connections between health and environment across both continents, the programme will provide insights into, and enable future mitigations of, challenges such as changing disease patterns, climate and environmental changes, shifting population demographics, accelerated urbanisation, growing inequality, emerging epidemics, changing gender and generational dynamics. The ESRs will be trained in interdisciplinary and collaborative approaches, engaging with civil society organisations and using multimodal and interactive outlets to maximize the dissemination and impact of their findings.

BE READY NOW aims to implement the European Partnership for Pandemic Preparedness. This Partnership will gather 74 organisations from 24 countries, including public funding agencies, public health institutes, clinical networks, ministries and research infrastructures active in pandemic preparedness. This consortium is aligned around the vision of building a European research and innovation ecosystem optimally prepared for future health crises caused by infectious diseases, therefore contributing to the objectives of the European Research Area (ERA). To achieve its ambitious vision, BE READY NOW will align stakeholders in pandemic preparedness around shared research priorities to foster a coordinated and efficient research landscape, producing sustainable scientific, health, and socio-economic benefits. Through Joint Transnational Calls, BE READY NOW will help close critical research gaps covering the whole spectrum of pandemic preparedness research (including basic research, diagnostics, therapeutics, vaccines, and public health interventions), through an interdisciplinary approach. It will therefore directly address the goals of Horizon Europe’s Cluster 1 Health. Building on the infrastructures, projects and initiatives supported by the European Commission and Member States, BE READY NOW will establish and sustain an "ever-warm" research ecosystem, capable of pivoting swiftly in response to emerging health threats. This ecosystem will include an innovative, ever-warm EU-wide network of networks of clinical research sites. In the longer term, BE READY NOW will improve the EU's capacity in the areas of prevention, preparedness, surveillance, risk assessment and response to infectious diseases, ensuring the international visibility of the EU as a recognised actor for pandemic preparedness research and response, and providing resilience for citizens and health systems beyond the Partnership’s duration. 

BE READY NOW - EUROPEAN PARTNERSHIP FOR PANDEMIC PREPAREDNESS

Klimaendringer påvirker oss alle, men ikke likt. Mennesker som allerede er marginaliserte, som lavinntektsgrupper, eldre og personer med helseproblemer, er mer sårbare for ekstreme værhendelser som hetebølger, stormer og flom. En viktig faktor som påvirker sårbarheten, er boligsituasjonen. Dårlige boforhold kan gjøre folk mer utsatt for helserisiko, særlig luftveis- og hjerte- og karsykdommer. ComDisp-prosjektet undersøker disse risikoene ved å utvikle en ny metode for å studere helseforskjeller knyttet til boligforhold. I stedet for å stole utelukkende på tradisjonelle modeller, fokuserer vi på spesifikke forhold i lokalmiljøene. Vi samarbeider direkte med lokalbefolkningen, helseorganisasjoner og beslutningstakere for å utvikle modeller som forutsier hvordan klimaendringer vil påvirke helsen under ulike boforhold. Ved å involvere lokalsamfunn i forskningsprosessen sikrer vi at løsningene vi utvikler, er praktiske og nyttige for dem som rammes hardest.

Forskningen vår foregår i fire land: USA, Vietnam, Tyrkia og Ecuador, men innsikten vi får, vil være relevant i en bredere global kontekst. På hvert sted samarbeider vi med lokale myndigheter, bolig- og helseorganisasjoner og klimaaktivister for å sikre at arbeidet får en reell innvirkning. Prosjektet bygger på en vellykket pilotstudie i Jacksonville, USA, hvor vi testet en modell for faktorer som påvirker boforholdene i et lokalmiljø. Nå skal metoden tilpasses og utvides til flere regioner, slik at vi kan sammenligne hvordan boligforhold og klimaendringer samspiller i ulike miljøer.

Gjennom dette prosjektet bidrar vi ikke bare til ny kunnskap, men også til at lokalsamfunn lærer av hverandre. ComDisp-prosjektet inkluderer partnere fra universiteter, lokale myndigheter og samfunnsorganisasjoner over hele verden. Ved å dele erfaringer og løsninger på tvers av landegrenser ønsker vi å bidra til sterkere, sunnere og mer motstandsdyktige bomiljøer for alle.

Around the world, climate change impacts fall disproportionately on those already marginalized in society. Natural hazards are being modified by climate change (e.g. extreme heat, storms, flooding) and result in adverse impacts on human health, ecosystems and infrastructure. The homes that people inhabit contribute to their risk. Poor housing conditions combine with environmental phenomena to create chronic conditions of public health risk, manifesting as health disparities in respiratory and cardiovascular illnesses. The ComDisp consortium will undertake community-centered research that develops a collaborative, iterative process for grassroots modeling of health disparities with predictive capability across climate change scenarios. It responds to health disparities related to housing conditions in the USA, Vietnam, Turkey and Ecuador - with broad relevance in every global society - where living environments are shaped by historical and contemporary injustices. The project users are populations who live in housing situations with high risk of climate change impacts, especially elderly, children, low-income communities, and individuals with pre-existing health conditions. In each location, we will leverage existing partnerships with non-academic stakeholders to include local governments (land use, housing, public health), community health & housing organizations, and climate change action advocates. Although our project will undertake research in 4 countries, the case studies are strongly connected by a focus on how housing conditions are affected by climate change and impact on the health of inhabitants. Pilot research in Jacksonville, USA, has developed an initial process for community-centered modeling, to be adapted in each location. Consortium members will share our range of skills, resources and knowledge, and PhD students supported by the project will gain experience across the network while affected communities will learn from each other and grow together.

Community-Centered Modeling of Housing Related Health Disparities

Ungdomsårene er en kritisk periode der unge mennesker utvikler langsiktige matvaner, men mange skoler tilbyr mat som er smakfull og praktisk, men ikke alltid sunn. For å utforme bedre skolemiljøer for mat og ernæring, må vi først forstå hva elever faktisk spiser, hva skolene tilbyr, og hvilke sosiale og kulturelle faktorer som påvirker valgene deres. Dette prosjektet gjennomfører en grundig situasjonsanalyse i ressursfattige områder, hovedsakelig i India og Nepal, for å kartlegge hva ungdom spiser i skoletiden, hvilke matvarer som selges i kantiner og av nærliggende leverandører, og hvordan skolesystemene organiserer mattilbudet. Vi vil også undersøke kulturelle, sosiale og kjønnsrelaterte forhold som former elevenes matvalg. Denne kunnskapen vil hjelpe oss med å identifisere realistiske muligheter for å gjøre sunnere mat mer tilgjengelig, rimelig og attraktiv.
En viktig styrke ved prosjektet er den aktive deltakelsen fra ukrainske forskere med medisinsk bakgrunn og fagkompetanse, som bidrar til vitenskapelige litteraturgjennomganger og kunnskapsoppsummeringer. Sammen med forskere fra Nepal og India vil de undersøke eksisterende studier, nasjonale retningslinjer, skolebaserte ernæringspolicier, NGO-rapporter og programevalueringer. Deres kunnskapsoppsummering vil hjelpe oss med å identifisere hva som allerede er kjent—og hva som krever ny datainnsamling gjennom intervjuer, fokusgrupper, spørreundersøkelser og skoleobservasjoner.
Ved å kombinere lokale innsikter fra India og Nepal med ukrainsk fagkunnskap, vil prosjektet bygge et solid grunnlag for samskaping av praktiske og kulturelt relevante tiltak. Det overordnede målet er å hjelpe skoler med lave til moderate skolepenger å tilby sunnere matmiljøer slik at ungdom kan ta bedre valg og oppnå bedre helse og trivsel.

Malnutrition—including both undernutrition and overweight/obesity—during adolescence contributes to the early onset of non-communicable diseases, with long-term consequences for health and well-being. Although global underweight rates have declined, India and Nepal continue to experience a high prevalence of underweight alongside rising levels of overweight and obesity. This project seeks to conduct a comprehensive situational analysis, with researchers from Ukraine contributing to the systematic and narrative reviews. Their involvement will ensure a rigorous evidence base to guide the formative research and the co-creation of contextually relevant interventions, while also strengthening collaborative ties with other research partners in India, Nepal, and the United Kingdom. The findings from this review will inform the codesign of a school-based adolescent nutrition intervention based in marginalized regions in India and Nepal. As part of the formative study, the situational analysis will begin with an extensive desk review of existing literature, policies, and reports to understand the nutrition landscape, policy environment, school systems, and behavioural factors shaping adolescents’ food choices. This foundational work will help identify key challenges, opportunities, and context-specific strategies for improving the school food environment and promoting healthier eating behaviors. Also, it will map cultural food preferences across regions and assess differences between urban and rural school settings. The ultimate goal is to help low- to moderate-fee schools offer healthier food environments so adolescents can make better choices and enjoy improved health and well-being.

Building Healthy Food Environment in Schools: Evaluating Co-created Interventions in Low-Resource Settings

Kriser som krigen i Ukraina, flyktningstrømmen til Europa og klimaendringene har satt søkelyset på europeisk samarbeid utover de interne relasjonene i EU, og involverer en større gruppe (europeiske) land. Disse og lignende kriser har understreket behovet for en mer fremtidsrettet tilnærming til å utvikle samarbeidsmønstre som er effektive i håndteringen av disse problemene, og som samtidig støttes av innbyggerne. Dette prosjektet bygger videre på det pågående TFoE-prosjektet ved å utvide omfanget til å omfatte EU-kandidatland, særlig Ukraina og landene på Balkan. Det vil bidra til å besvare hovedprosjektets sentrale forskningsspørsmål:

RQ1: Hvilke preferanser har offentligheten for det fremtidige forholdet mellom EU og ikke-EU land? 
RQ4: Hva driver befolkningens preferanser for fremtidige relasjoner mellom EU og ikke-EU land?

Takket være dette tilleggsprosjektstipendet med fokus på Ukraina, vil professor Roman Petrov (National University of Kyiv-Mohyla Academy) bli med i prosjektgruppen. Han vil bidra til å utvide omfanget av det samlede prosjektet til å omfatte flere EU-kandidatland. Prosjektet vil dra nytte av professor Petrovs ekspertise på Ukraina og andre østeuropeiske land. Følgelig vil hovedprosjektet nå ikke bare undersøke forholdet mellom EU og ikke-EU-land, inkludert «frivillige» ikke-medlemmer som Storbritannia og Norge, men også EU-kandidatland som Ukraina og Serbia.

What future do European citizens and elites want for the relationship between the EU and non-EU countries? This is the central question that the TFoE project investigates. The aim of this project extension is to broaden the country scope. Rather than restricting the focus to a most similar systems design, i.e. European countries that are either EU members or could theoretically join the EU (e.g. Norway, Switzerland or the UK), the goal is to broaden the focus to include EU candidate countries that do not (yet) fulfil all membership criteria. This includes countries in Eastern Europe, such as Ukraine, and several Balkan countries.
The planned extension of the project will supplement three of the original four work packages. Specifically, it will cover scenario planning (WP1), the examination of public preferences for future relations (WP2), and the analysis of the antecedents of such future preferences (WP4). The extension will not apply to the elite perspective (WP3) due to time and cost constraints. In practice, the extension will focus on Ukraine, Serbia and Montenegro as candidate countries, as they represent diversity among candidate countries. For example, Ukraine and Montenegro are more pro-European than Serbia. Two of the TFoE project's research questions will thus adopt an additional geographical perspective, distinguishing between Western and Eastern non-EU countries:
RQ1: What are the preferences of the public for future EU–non-EU relations?
RQ4: What drives public preferences for future EU–non-EU relations?
Focusing on these additional Eastern European countries will affect data collection and analysis from both EU and non-EU perspectives. In addition to collecting data in Ukraine, Serbia and Montenegro (using the same survey providers as in TFoE, e.g. Verian), the planned data collection in EU countries will be expanded to include more specific questions about the EU's relations with these Eastern candidate countries compared to Western non-EU countries.

The Future of EUrope (TFoE) - Public and elite preferences for the relationship between EU and non-EU countries

Formålet med Forskerpool-prosjektet er å styrke forskningsinnholdet og den teknologiske robustheten i Receipts sitt IPN- og SkatteFUNN-prosjekt AltGreen, som utvikler digitale løsninger for å koble kjøpsdata med bærekraftsanalyser og brukerstyrte samtykker. Gjennom samarbeid med professor Carlos Cid ved Simula UiB, et ledende norsk forskningsmiljø innen kryptografi og cybersikkerhet, skal prosjektet kartlegge og analysere sikkerhetsutfordringer knyttet til håndtering av betalings- og samtykkedata i den planlagte “User Proxy”-infrastrukturen.

Prosjektet skal ikke videreutvikle teknologien i AltGreen, men supplere den med en forskningsbasert kartlegging av trusler, sårbarheter og behov for ny kunnskap på feltet. Dette gjelder spesielt sikker lagring og behandling av transaksjonsdata, sikker samtykkestyring og beskyttelse mot manipulasjon eller misbruk av data. I tillegg skal prosjektet identifisere hvor Receipts og norske aktører i betalingsinfrastrukturen har kompetansegap knyttet til moderne kryptografiske metoder, post-kvante sikkerhet og personvernforsterkende teknikker.

Resultatet vil være en strukturert rapport som beskriver:
1. De viktigste cybersikkerhetsutfordringene i den digitale infrastrukturen som utvikles under AltGreen.
2. Anbefalinger til tekniske og organisatoriske tiltak som sikrer at løsningen oppfyller krav i GDPR, PSD2 og PCI-DSS.
3. Et forslag til videre forskningsløp for å bygge kompetanse og samarbeid mellom Receipts og norske FoU-miljøer innen IKT-sikkerhet.

Prosjektet vil bidra til å øke kunnskapsnivået om cybersikkerhet, styrke kontakten mellom næringsliv og akademia, og legge et solid grunnlag for trygg videreutvikling og kommersialisering av AltGreen-teknologien.

Forskerpool Receipts

Prosjektet har som mål å lage en trygg måte å dele og bruke biometriske data fra nasjonale ID-dokumenter, som pass og nasjonale ID-kort. Ved å bruke Mobais teknologi, som baserer seg på Homomorfisk Kryptering (FHE), kan man gjennomføre ansiktsautentisering uten å eksponere personlige data. Målet er å utvikle en digital identitet med verifiserbare opplysninger fra nasjonale ID-dokumenter. De viktigste utfordringene er sikker deling av data, å sikre sterk autentisering samtidig som personvernet ivaretas, og å forhindre svindel under autentiseringsprosessen. Vi vil samarbeide med partnere fra offentlig sektor og regulerte bransjer for å håndtere juridiske og regulatoriske spørsmål, og demonstrere trygge metoder for å knytte identiteter og verifiserbare opplysninger på tvers av ulike tillitsrammeverk.

The project's main objective is to develop a privacy preserving biometric ID credential. Key objectives include

-Analysing and demonstrating mechanisms for linking identities and attributes between trust frameworks, 
-Analysing legal and technical challenges for cross-border use.

The most critical R&D challenges include:
•	How to securely reuse digital information and biometric data without exposing personal data.
•	Ensuring data integrity when processing on encrypted data.
•	Ensuring strong privacy and user  control with a centralised solution for storing and processing biometric information.
•	Understanding the legal and ethical requirements in the design, development, and rollout of biometric recognition systems, including cross-border data transfer.

User-controlled shareable biometrics

Russlands fullskalainvasjon av Ukraina er i høy grad en ideologisk krig. Kreml har rettferdiggjort den med en oppdatert versjon av sitt tidligere verdenssyn, et eklektisk men potent sammensurium av imperienostalgi, patriotisk mobilisering, en oppfordring til historisk rettferdighet og motstand mot Vestens neo-kolonialisme, NATO-militarisme og dens «nynazistiske» stedfortredere. Dette verdenssynet – i dag kjent som «putinismen» – utgjør i økende grad selve kjernen i russisk politikk, og opptrer som limet mellom regimet, krigsinnsatsen og forsøket på å innlemme okkupert ukrainsk territorium i Russland. Dette prosjektet undersøker hvordan denne ideologien blir aktivt produsert, påtvunget og bestridt på bakken. Moskva lover en lys fremtid: gjenoppbygde byer, russiske pass, skoler som lærer bort den «korrekte» historien, og en økonomisk gjenoppliving. Russisk fjernsyn viser en uendelig parade av nye veier, sykehus, og lykkelige, takknemlige lokalbeboere. Samtidig skjuler det seg en mer brutal virkelighet bak propagandaens glansbilder – tvangsdeportasjoner, undertrykkelse, konfiskering av eiendom som blir overrakt tilflyttere fra Russland, importeringen av arbeidere fra Sentral-Asia, og utviskingen av ukrainsk identitet. Ved å kombinere medieanalyse, prosessporing, og feltbaserte casestudier vil dette teamet vurdere dilemmaene som okkupasjonsmyndighetene står overfor, så vel som å belyse motsetningene mellom Kremls retorikk og den okkuperte virkeligheten. WARPUT investigates the role and impact of ideology on Russia’s personalist electoral autocracy. Ideology may be the glue that holds together a post-Putin transition, or a factor in future regime change – whether to harsher authoritarianism or a more pluralist and open system. Building on existing research on Putinism as an illiberal ideology, we examine ideological discourses, policies and practices in the context of wartime. WARPUT evaluates the empirical evidence behind the notion that Putinism is a coherent ideology that is transforming Russian politics. The overarching question behind the project is: how is ideology transforming various levels of the Russian state and their relations with society? 
WARPUTUKRAINE considers how Putinism is formed by Russia's ongoing occupation and integration of Ukrainian territories. Russia's full-scale invasion of Ukraine is to a significant degree, an ideological war. This project examines how this ideology is actively manufactured, imposed, and contested on the ground in the context of Russia's occupation of Ukrainian territory. By combining media analysis, policy tracing, and field-based case studies, the team will consider some of the dilemmas facing the occupation authorities, as well as highlight contradictions between Kremlin rhetoric and occupied reality. This may reveal not only where local resistance persists despite coercion but also explore the Kremlin’s multifaceted strategy to “win the peace” through economic reconstruction and development.

The Ideological Production, Policy Outcomes and Practices of Wartime Putinism in the Occupied Territories of Ukraine

Fully Homomorphic Encryption (FHE) schemes provide an ideal way to compute privacy-sensitive data such as biometrics and medical records in an encrypted domain. However, generating, distributing, and revoking private keys managed by users remains a persistent challenge; without a proper solution, the holistic security of an FHE scheme can be undermined. Threshold Fully Homomorphic Encryption (TFHE) may offer an effective approach by decomposing key management and private-key-related computations across multiple parties, thereby reducing the risks of key loss and sensitive information breaches.
Biofy AS innovates online user authentication with enhanced usability and privacy preservation, where TFHE serves as a powerful tool for both decentralized key management and secure biometric comparison in the encrypted domain.
A comprehensive comparison of state-of-the-art threshold FHE schemes is needed to evaluate their suitability for Biofy’s current and future multi-factor online authentication solutions in terms of cryptographic strength, key management convenience and security, computational efficiency, and accuracy or precision of computed results when implemented in threshold settings. The candidate scheme demonstrating the best balance among these criteria will be implemented and tested in real-life online user authentication scenarios during and immediately after the project. Particular evaluation will be arranged among vulnerable user groups in the scope of the IncluDe project (Project number: 349943 - KOMMERSFORSK Commercialisation Project Proof of concept Leveraging Security and Privacy Technologies for Inclusive eID and Access Control Services (IncluDe)).
The project purchases the research from Wolfgang Leister and Svetlana Boudko from the Norsk Regnesentral (NR), which is a well-known research institute in computation and applied cryptography.

The more complex and critical that many systems becoming nowadays, the more they are developed by integrating different (sub-)components, even third-party hardware/software components. With the pressure of time to market, and the ever-evolving security threats, getting more complicated than ever with the breakthroughs in Generative Artificial Intelligence (GenAI), how to enable more secure development and integrations of critical systems to be assured for security? These huge challenges must be addressed to make “secure services, processes and products, as well as to robust digital infrastructures capable to resist and counter cyber-attacks and hybrid threats” as called for in the EC’s Strategic Plan 2021-2024. Addressing exactly these challenges, the overall objective of SECASSURED is to deliver innovative security engineering solutions with (AI-based) security services to achieve novel holistic assurance-driven security engineering, capable of (1) increasing software, hardware and supply chain security by identifying cybersecurity and regulatory risks while integrating (both commercial and open-source) components, even third party ones, (2) providing virtual, secure environments for the automated assessment of system components including AI components and their secure integration, and (3) continuous assurance-driven security engineering with a holistic toolbox of (AI-based) security services. It paves the way of secure continuous system integration of (third-party) components, including AI components, across the computing continuum, and implements EC's evolving security and privacy regulations, as well as the strategy of human-centric AI.
